The Secretary must work with the Corporation, public TV and radio groups, and others as needed to create rules for making construction and planning grants. These rules must match the goals in this part and must be given to anyone who asks. Grant approvals and amounts must follow those rules and aim to 1) bring service to places without public telecommunications, 2) expand existing service areas, 3) build facilities owned or run by minorities and women, and 4) help public broadcast stations serve underserved groups (for example, deaf, hard of hearing, blind, or visually impaired people). Each year, a substantial part of the money appropriated under section 391 must be available to expand and develop noncommercial radio station facilities.
