When the Commission or an official it has given authority to issues an order, decision, report, or action, anyone who was involved or who is hurt by it can ask that same authority to take another look. The request must be filed within 30 days after the Commission gives public notice of the action. The Commission or its delegated official can decide to grant or deny the request if there is a good reason. Filing a request does not delay or stop people from having to follow the original order unless the Commission says so. You do not always have to file a request before going to court, except if you were not part of the original proceeding or you bring up facts or legal questions the Commission never had a chance to consider. The Commission must write a short explanation when it grants or denies a request and can order more steps if needed. It must follow its own rules, but it will only accept new evidence that was just discovered, became available after the first proceeding, or that the Commission thinks should have been presented earlier. If the request is about a license or authorization given without a hearing, the Commission must act within 90 days. For requests tied to certain finished hearings or investigations, the Commission must decide within 90 days, and that decision is final and can be appealed.
