Any U.S. ship or foreign ship that sails in U.S. waters against the Great Lakes Agreement or the Commission’s rules must pay $500 to the United States, and each day the ship breaks the rules is a separate offense. If the captain of a U.S. ship willfully fails to enforce or follow those rules, the captain must pay $100 to the United States.
