Requires the Federal Communications Commission (FCC) to make rules so televisions and video cassette recorders (VCRs) work with cable systems while still stopping people from stealing cable service. The FCC must set narrow technical standards that let TVs and VCRs use features like watching one channel while recording another, recording two back-to-back shows on different channels, and using advanced picture options. The FCC must decide when cable companies may scramble or encrypt signals, but it cannot limit scrambling or encryption if doing so does not block those TV or VCR functions. The rules must say what makes a TV or VCR “cable compatible” or “cable ready.” Cable companies that use converter boxes must warn customers if those boxes might stop special TV or VCR features and, when possible and affordable, give customers the option to get other channels directly to their TV or VCR without the converter. The FCC must encourage sales of converter boxes and remote controls from stores not owned by cable companies, require cable operators who rent remotes to tell customers they can buy them elsewhere, and stop cable companies from disabling compatibility. The FCC must review and update the rules as technology changes.
