§561 Scrambling of sexually explicit adult video service programming

Title 47 › Chapter CHAPTER 5— - WIRE OR RADIO COMMUNICATION › Subchapter SUBCHAPTER V–A— - CABLE COMMUNICATIONS › Part Part IV— - Miscellaneous Provisions › § 561

Last updated Apr 6, 2026|Official source

Summary

Multichannel video programming distributors must fully scramble or otherwise block the picture and sound of any channel that is mainly sexually explicit or indecent so people who do not subscribe cannot receive it. Until they do that, they must not air such programming at times when many children are likely to be watching, as the Commission decides. "Scramble" means changing the signal so the program cannot be seen or heard in an understandable way.
