Defines key words used in the chapter. A communications satellite system is a group of satellites in space that relay telecom traffic between ground stations, plus the special ground gear used to track and control them (but not general launch or tracking facilities used for all space purposes). A satellite terminal station is the ground equipment that hooks into land communications and sends to or receives from the satellites. A communications satellite is a satellite used on purpose to relay telecom information. Associated equipment and facilities are other ground sites built mainly to support the satellite system, like management, research, or direct space support. Research and development means creating and testing prototypes and putting parts together, not mass production. Telecommunication means sending or receiving signs, signals, writing, images, sounds, or other information by wire, radio, light, or other electromagnetic means. The corporation is the entity authorized by subchapter III. Administration means the National Aeronautics and Space Administration. Commission means the Federal Communications Commission.
