Defines key words used in this part of the law. It gives short meanings for words you will see later, like the names of organizations, types of companies, satellite terms, and which government agencies are meant. INTELSAT — the international satellite organization set up under the INTELSAT agreement. Inmarsat — the international maritime satellite organization set up under the Inmarsat convention. signatories — the parties or designated telecom entities that signed an Operating Agreement for INTELSAT or Inmarsat. Party — a country for which the INTELSAT agreement or the Inmarsat convention is in force. Commission — the Federal Communications Commission. International Telecommunication Union — the U.N. agency where countries agree on telecom rules, radio frequencies, and geostationary orbit use. successor entity — a privatized company created from INTELSAT or Inmarsat or their assets, but not a separated entity. separated entity — a privatized company that got some assets before full privatization, including the one discussed as of March 25, 1998, but excluding ICO. orbital location — a place on the geostationary orbital arc as defined by ITU rules. space segment — the satellites and the ground control, tracking, and monitoring gear used to run those satellites. non-core services — for INTELSAT, services other than regular public-switched voice calls and occasional-use TV; for Inmarsat, services other than global maritime distress and safety services or other existing maritime or aeronautical services that have no alternative providers. additional services — for Inmarsat, certain non-maritime/non-aeronautical mobile services in the 1.5 and 1.6 GHz bands on planned satellites or in the 2 GHz band; for INTELSAT, direct-to-home or direct broadcast video services or services in the Ka or V bands. INTELSAT Agreement — the Agreement Relating to INTELSAT (TIAS 7532, 23 UST 3813). Headquarters Agreement — the INTELSAT Headquarters Agreement (November 24, 1976) (TIAS 8542, 28 UST 2248). Operating Agreement — for INTELSAT, the agreement opened for signature in Washington on August 20, 1971; for Inmarsat, the Inmarsat Operating Agreement and its annexes. Inmarsat Convention — the Convention on Inmarsat (TIAS 9605, 31 UST 1). national corporation — a company whose ownership is through publicly traded stock and is incorporated under national, state, or territorial law. COMSAT — the corporation created under subchapter III or its successor. ICO — the company known on March 17, 2000 as ICO Global Communications, Inc. global maritime distress and safety services (GMDSS) — the automated ship-to-shore distress alerting system using satellites and advanced land systems to alert ships worldwide, help with search and rescue, and share maritime safety information. national security agency — the National Security Agency, the Director of Central Intelligence and the Central Intelligence Agency, the Department of Defense, and the Coast Guard. If a word is not defined here, use the meaning given in section 153 of this title.
