The Virgin Islands Legislature may give a public agency—either one that already exists or one it creates—exclusive power to do slum clearance, urban redevelopment, urban renewal, and low-rent housing work inside the municipalities. The Legislature can set how members are appointed and what the agency may do. The agency may accept federal aid under the Housing Act of 1949 (Public Law 171, Eighty-First Congress), as amended, or other laws, and take needed planning or zoning actions to get that help. The agency cannot levy taxes or promise the people’s credit for any loan.
