Guam gives its law-making power to a single house called the Legislature of Guam. It can have up to 21 senators. Senators may be chosen by all voters, by districts, or by a mix, as Guam’s laws decide. Districting cannot deny anyone equal protection. Voters may vote for the full number of at‑large seats, and if they live in a district, for the full number of seats in that district. District lines and seat counts must use the most recent Federal census of Guam and be reviewed after each new census. General elections are held on the Tuesday after the first Monday in November, every two years in even-numbered years. The Legislature is organized and meets under Guam law.
