Make the rules in part II of title 18 and in title 28, and the practice rules made under titles 11, 18, and 28, apply to the District Court of Guam and to appeals. This applies even though rule 54(a) of the Federal Rules of Criminal Procedure mentions prosecuting Guam crimes by information. When the Federal Rules use the phrases "Attorney for the government" or "United States attorney" in cases under Guam law (including the Guam Territorial income tax), those terms mean the Attorney General of Guam or whoever Guam law allows to act in that role.
