Nothing in Title 23 stops the United States from making rules about Native Americans in any Territory. That includes rules about their land, property, or rights, made by treaty, law, or other means, and applies as if no temporary government existed or were later set up. "Territory" does not include the Virgin Islands, Puerto Rico, American Samoa, Guam, or the Northern Mariana Islands.
