Title 48 › Chapter CHAPTER 15— - CONVEYANCE OF SUBMERGED LANDS TO TERRITORIES › § 1706
Lets the President set up naval defensive sea zones and naval airspace limits around and above Guam, the Commonwealth of the Northern Mariana Islands, American Samoa, and the Virgin Islands when needed for national defense. Says the United States keeps the right to use and control the lands given under section 1705 and the waters above them for navigation, flood control, power, commerce, national defense, and international affairs. Those federal navigation and control powers are above, but do not replace, the ownership and management rights that were given to the local governments. It does not change the status of lands beyond the three-mile limit.
