Delegates from Guam and the Virgin Islands get whatever privileges the House Rules give them. Until the Rules change, they must receive the same pay, allowances, benefits, and legal protections as a House Member and as Puerto Rico’s Resident Commissioner, and their committee voting rights follow the House Rules.
