American Samoa elects a Delegate at the general Federal election of 1980 and then every two years after. The Delegate is chosen by all voters on a separate ballot, starts on January 3 after the election, and wins by getting the most votes. If the Delegate dies, resigns, or is permanently disabled, the seat stays empty until a successor is elected and can take office. The American Samoa legislature may hold primary elections. If it does, then the Delegate must win a majority of the votes in the general election that follows those primaries.
