If the Secretary of the Interior finds the agreement's performance standards are not being met, he must notify the Northern Mariana Islands government in writing, try to resolve the problem quickly, and tell the House and Senate committees. If it is not fixed within 30 days of the notice, he may ask Congress to withhold operations funds in the schedule of payments (para. 2, part II) for under one year, but funds can be withheld only by an Act of Congress.
