Summary

The Secretary of the Interior must give the Commonwealth technical help, working with the Commonwealth’s Governor, the Secretary of Labor, the Secretary of Commerce, and under the required interagency agreements. The help includes finding and growing new economic opportunities; helping employers recruit, train, and hire workers (first from U.S. citizens and nationals living in the Commonwealth and, if not enough, from legal permanent residents and lawfully admissible citizens of the freely associated states); and identifying jobs and skills and helping schools build training and curricula. When giving help, these officials must consult the Commonwealth government, local businesses, banks, schools, and other experts, and help set up and run a process to find business and labor opportunities. For support that is not federal staff pay or expenses, the Interior Secretary must require a 10 percent non‑federal matching contribution.
