The President must talk with the governments of the Federated States of Micronesia and the Marshall Islands and make agreements with private firms that win contracts to build or repair major public infrastructure there. The agreements must require firms to hire local citizens whenever possible, provide on-the-job training when needed (especially to operate and do routine and preventive maintenance on machinery and facilities), and train the governments for long-term upkeep. Funds can be provided to cover extra costs if those governments give preference to U.S. firms, but that preference cannot be more than 10% of the lowest qualified bid from a non‑U.S. firm.
