Summary

The Department of the Interior must work with the Government of Palau and the National Drug Control Policy Office to make a plan for an antidrug program in Palau. They must send the plan to the House committees on Interior and Insular Affairs, Foreign Affairs, and Appropriations, and to the Senate committees on Energy and Natural Resources and Appropriations by April 1, 1990. The plan must list the program’s needs and costs, show current U.S. and Palau resources to be used, and recommend how to use any extra resources if they are provided. After the plan is finished, the President and the Government of Palau must negotiate an agreement to carry it out. The agreement can allow U.S. law enforcement officers to help Palau with investigations, set one-time or multiyear resource support from either government, and describe the training, technical help, and equipment the United States will provide.
