The rules in Title III about future U.S. use of defense sites in Palau do not stop the President from doing two things. The President can ask Congress for extra money (Congress must approve it) to cover use of privately owned land under Article II of Title III, based on actual land needs, independent appraisals both governments accept, and other cost records. The President can also agree to extend the time in a related agreement that requires Palau to make that land available to the United States.
