Title 48 › Chapter CHAPTER 18— - MICRONESIA, MARSHALL ISLANDS, AND PALAU › Subchapter SUBCHAPTER III— - MISCELLANEOUS PROVISIONS › § 1974
Requires the Secretary of State to help the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau set up or strengthen a national security council or a similar government body. The goal is to help those countries work better with the United States, handle disasters, improve law enforcement and maritime security, and protect people and infrastructure from bad actors. The Secretary can help with staffing and make sure the council’s equipment meets cyber-security standards, avoids systems from entities listed under section 1260H of the William M. (Mac) Thornberry National Defense Authorization Act (10 U.S.C. 113 note), and, when possible, works well with the councils in the other two countries. Not later than 180 days after December 22, 2023, and once a year for two years after that, the Secretary must report to the appropriate committees of Congress (the Senate Foreign Relations Committee and Senate Select Committee on Intelligence; the House Foreign Affairs Committee and House Permanent Select Committee on Intelligence; and the congressional defense committees). The report may be unclassified with a classified annex and must assess whether the council helps meet the goals at reasonable cost, describe U.S. assistance, evaluate staffing and capabilities, note cooperation or implementation problems, report any attempts by bad actors to influence officials or family members, and include other relevant matters. The councils’ work covers homeland security tasks such as coordinating transnational crime cases, disaster response, counterintelligence and counter-coercion, fighting illegal fishing, coordinating with U.S. officials on humanitarian response and military exercises, and finding or building an office to support homeland defense and civil needs.
