Removes Hawaii from the list of States in section 11(g). In the two parts of that section that set how grant money is split, the term "continental United States" is changed to "United States" and the note that previously said Alaska was included is removed. The special rules that had set Hawaii’s allotment at 50% and its Federal share at 60% are also deleted. Creates temporary rules for Alaska’s grant calculations. Until the Commerce Department has per‑capita income data for Alaska for one full year, Alaska’s allotment percentage is fixed at 75% and its Federal share at 60%, and Alaska is treated as not part of the "United States" for those calculations. After that, but before three full years of Alaska data exist, calculations will use whatever Alaska data are available for one or two years. For these parts, "United States" means the fifty States and the District of Columbia.
