The Chairman must send the Secretary, within 180 days after Nov. 2, 1995, a report on any claims that involve transfer of lands listed as "available lands" under section 203 of the Hawaiian Homes Commission Act as it was on July 9, 1921 and that are not covered elsewhere in this title. Within 180 days after getting that report, the Secretary must decide for each claim whether the Department of Hawaiian Home Lands should get compensation based on legal and fair factors. If the Secretary decides payment is due, the Secretary must figure the value of the land and lost use using the process in section 203(a) and add that amount to the values already calculated under parts (A) and (B) of section 203(a)(1).
