If a court finds part of the chapter invalid, the rest stays in effect. Subchapter III cannot be separated from subchapters I and II. If a court rules a part treats similar territories unequally, it must order it applied to other similar territories only after that territory’s legislature adopts a resolution signed by its governor requesting a Financial Oversight and Management Board under section 2121.
