Suits against the Oversight Board or cases under this chapter must be filed in the district court for the covered territory, or in the District of Hawaii if the territory has no district court, except for two parts of the law (subpoena-enforcement and debt-adjustment). Appeals go only to the Court of Appeals. Most orders that stop or force the Board to spend, borrow, or obligate money don’t take effect while the case and any appeal are pending, unless they correct a constitutional violation. Courts must fast-track these cases. District courts cannot review the Board’s certification decisions.
