Makes clear the chapter does not do four things. It does not stop Congress from using its power over territories under Article IV, section 3 of the U.S. Constitution; it does not let section 2124(f) (about issuing subpoenas) apply to judges or court employees of territorial courts; it does not change or cancel the Covenant To Establish a Commonwealth of the Northern Mariana Islands in Political Union With the United States of America (48 U.S.C. 1801 et seq.); and it does not change or cancel the treaties of cession for certain islands of American Samoa (48 U.S.C. 1661).
