Creates a Revitalization Coordinator position under the Oversight Board. Within 60 days after the Board’s full membership is in place, the Board must give the Governor at least three nominees. The Governor has 10 days to pick one and the appointment is effective right away. If the Governor does not choose, the Board will pick by majority vote from the nominees. Nominees must have strong experience with infrastructure projects (planning, financing, development, operations, engineering, or market work), and Energy project and Puerto Rico permitting experience can be favored. Nominees must not currently provide goods or services to Puerto Rico, must not be the spouse, parent, child, or sibling of someone who did so in the past 3 calendar years, and must not have been a Puerto Rico officer or employee in the past 3 calendar years. The Board sets pay but it cannot exceed the Executive Director’s annual salary. The Executive Director can assign staff to help. The Board may remove the Coordinator at any time. If the Oversight Board ends under section 2149, the Coordinator job ends too.
