Changes wording about how much the federal government pays for certain water pollution program grants. It replaces "continental United States" with "United States" and says that "United States" means the fifty States and the District of Columbia. It also removes a prior specific mention of Alaska and a specific payment rate for Hawaii. Until the Department of Commerce has one full year of per‑person income data for Alaska, the federal share for Alaska must be set at 50% and Alaska will not be treated as part of the "United States" for those grant rules. After one year but before three full years of Alaska income data exist, officials must base shares on whatever one‑ or two‑year Alaska data are available. The law also removes Hawaii from a list used to define "State" elsewhere in the Act.
