section 1 of the Act of March 3, 1931 (46 Stat. 1494), as amended, is further amended by striking out the words ‘, the Territory of Alaska, the Territory of Hawaii,’ and the words ‘, or the Territory of Alaska, or the Territory of Hawaii.’
