The Secretary of Housing and Urban Development can make contracts for grants up to $25,000,000 under section 111 of the Housing Act of 1949 to pay for urban renewal projects in Alaska, including open-land projects, when he finds they will help communities rebuild and redevelop after the 1964 earthquake and its later seismic waves. These grants are in addition to and separate from any grants under section 103(b) of that Act. The Secretary may increase a project's capital grant to as much as 90 percent of the net project cost if a large part of the project area was made unusable by the 1964 earthquake and later seismic waves or if more land is needed to relocate people, businesses, or facilities displaced by the earthquake under the urban renewal plan.
