section 1 of the Act of August 28, 1937 (50 Stat. 869), as amended, is further amended by striking out the words ‘the United States, including the Territories of Alaska and Hawaii, and Puerto Rico and the Virgin Islands’ and inserting in lieu thereof the words ‘the States of the United States and in Puerto Rico and the Virgin Islands’.
