Unless subtitle IV says something different, the Board may decide, within a reasonable time, when its actions (except orders to pay money) take effect. Actions stay in force under their own terms or until something else replaces them. The Board can change, suspend, or cancel an action after giving notice in whatever way it chooses, and a court can also suspend or cancel it. At any time on its own, if there was a material error, new evidence, or big changes in circumstances, the Board can reopen a case, grant a rehearing, reargument, or reconsideration, or change its action. Notwithstanding subtitle IV, a Board action under this section is final when it is served, and a civil action to enforce, stop, suspend, or set aside the action may be filed after that date.
