When a truck route between Alaska and another State goes through a foreign country, federal officials cannot force the carrier to follow U.S. rules for how it behaves inside that foreign country if those U.S. rules would conflict with that country’s laws. Still, to operate in the United States the carrier must follow U.S. rules about rates and business practices for all trips between Alaska and the other State.
