Summary

The Secretary must register someone to be a freight forwarder under subchapter III of chapter 135 if the person has enough experience and is able and willing to provide the service and follow the rules. The registration stays valid only while the forwarder follows section 13906(c). Each freight forwarder must have an officer who either has at least 3 years of relevant experience or can show the Secretary they know the rules and industry practices. A freight forwarder may not carry freight as a motor carrier unless it registers separately as a motor carrier. The forwarder must update its registration within 30 days after changes in address, contact information, officers, process agent, or other key information the Secretary requires.
