The Board controls pipeline transport of goods other than water, gas, or oil when shipments move between places involving the United States. That covers moves between states, within the District of Columbia, involving U.S. territories or possessions, or to or through foreign countries. The Board does not cover shipments that stay entirely inside one State (not D.C.) unless other rules in this part say otherwise. States may set reasonable rules for intrastate transportation unless a Board order or this part forbids them.
