The Board can exempt a person, a group, or a transaction or service from parts of this law when two things are true: applying the rule is not needed to carry out the transportation policy of section 15101, and either the matter is limited in scope or applying the rule is not needed to protect shippers from abuse of market power. The Board may start an exemption case on its own or after someone asks. It can set how long the exemption lasts and can cancel it later if it finds the rule is needed to carry out the transportation policy of section 15101.
