After a full hearing, if the Board finds a pipeline company's price, classification, rule, or practice breaks the rules, the Board can set the price and rules the company must use. The Board can use methods that try to copy a market price for a stand-alone pipeline. It can order the company to stop the violation, and the company cannot publish, charge, or collect a different price. When setting price or rules, the Board will consider three things: how it affects the company's movement of traffic, the need for enough revenue under honest and efficient management, and whether other transport choices exist. The Board can start a case on a complaint, and any complaint must be sworn and explain all the facts and reasons.
