Summary

Pipeline companies must provide transportation or service when reasonably requested. They must give anyone who asks their rates and service terms quickly, either in writing or electronically. A company cannot raise carrier rates or change carrier service terms until 20 days after it gives written or electronic notice to anyone who, in the past 12 months, asked for those rates/terms or made shipping arrangements that would be affected. Companies must follow the rates and terms they publish. The Board must make rules for quick public disclosure, may change the 20‑day rule, and had to adopt final rules by 180 days after January 1, 1996.
