The law lets the Secretary of Transportation use specific amounts of money for rail safety from 2009 to 2013. It authorizes $225,000,000 for fiscal year 2009, $245,000,000 for 2010, $266,000,000 for 2011, $289,000,000 for 2012, and $293,000,000 for 2013. With that money, the Secretary must buy Gage Restraint Measurement System vehicles, track-geometry vehicles, or similar technology to check track safety, in line with a 2008 track inspection study. Up to $18,000,000 is authorized for 2009–2013 to build a tunnel testing facility in Pueblo, Colorado. Part of the yearly funds may pay staff in regional offices and Washington, D.C., who mainly work on rail security. No more than $1,000,000 can be used for grade crossing safety improvements, except for demonstration projects. Money for research, automated track inspection, and certain grants stays available until spent. At least 50 percent of annual R&D money must go to safety research, better track inspection and information technology, and improvements to freight and passenger rail. In addition, $300,000 for 1995, $500,000 for 1996, and $750,000 for 1997 were authorized for Operation Lifesaver, Inc.
