Make the Secretary of Transportation write rules and issue orders that do two things. First, anyone who tests an automatic train stop, train control, or cab signal system (when that test must be done before entering the area where the system will be used) must sign a written statement saying the test was done properly. Second, that signed statement must be kept the same way and in the same place as the locomotive’s daily inspection report.
