Within one year after November 2, 1994, the Secretary must create a railroad safety institute with college or university experts to study, fund, and test ways to cut deaths and injuries in railroad operations. $1,000,000 is authorized for each fiscal year 1996–2000, and the institute must send annual reports to the Secretary and to Congress on how the money was used and the results.
