States can create and keep a state rail plan. The Secretary of Transportation sets basic rules for making and updating these plans. Under those rules, a State must set up or name a state rail transportation authority to prepare, keep, coordinate, and run the plan; set up or name a state rail plan approval authority to approve it; send the approved plan to the Secretary for review; and update and resubmit the approved plan at least once every 4 years for the Secretary to accept.
