The Secretary must set rules for how States submit their rail plans for review, including a standard format and the data those plans must include. If a State finished a rail plan before the Passenger Rail Investment and Improvement Act of 2008 became law and the Secretary decides it largely meets the chapter’s requirements, the Secretary will treat it as meeting those requirements.
