The Secretary must set up and run a rail cooperative research program to study and improve passenger and freight rail. The work must cover current and improved rail technologies and speeds, new high-speed wheel-on-rail systems, ways to grow international trade by rail, better intermodal moves at ports and terminals, and seasonal freight needs. It must also study how commuter, passenger, and freight rail systems connect and look at regional concerns like high-speed corridors, long-distance lines, and regional intercity projects. Research should include topics such as unique features of passenger and freight service, better models for impacts on highways, airports, the environment, and energy use, how people and freight choose modes, technology demonstrations, management and financing, capacity options from operations to new infrastructure, maintenance and customer service improvements, methods for deciding routes and service levels, safety standards for high-speed operations tied to non‑high‑speed lines, crossing safety, ways to reduce horn noise (including broadband horns), and overall safety. The Secretary must form an advisory board with State transportation officials, economists, scientists, engineers, and representatives from Amtrak, the Alaska Railroad, freight railroads, transit and intercity agencies, railway labor groups, and environmental organizations. That advisory board ends on January 1, 2019. The Secretary may give grants or make agreements with the National Academy of Sciences to help do the research. There is authorization for $5,000,000 to be appropriated to the Secretary of Transportation for each of fiscal years 2010 through 2013 to carry out this work.
