Manufacturers, distributors, dealers, rental companies, and repair businesses must not deliberately disable any safety device or design feature put in a vehicle to meet a safety rule. They may only do so if they reasonably think the vehicle or equipment will not be used while it is disabled, except for testing during repairs. A "motor vehicle repair business" is someone who repairs vehicles for pay. The Secretary of Transportation can make rules to allow exemptions that fit with motor vehicle safety and section 30101, and can define what "make inoperative" means.
