The Secretary of Transportation must send the President a report for Congress by July 1 each year about how the rules in this chapter were carried out during the previous calendar year. The report must cover eight things, including detailed accident and injury statistics; what safety rules were in effect; how well those rules were followed; summaries and evaluations of current and finished research and technology work; enforcement actions; how technical and consumer information was shared; and any law changes needed to help States cooperate and strengthen the national traffic safety program. Within 18 months after rules first issued under section 2(e)(1)(B) of the Imported Vehicle Safety Compliance Act of 1988, the Secretary must also report to Congress on actions taken to carry out subchapter III and how well they worked, including any testing under section 30146(c)(2). After that first report, the Secretary must send a similar report by July 31 each year.
