A state's chief driver licensing official must send a report to the Secretary of Transportation as soon as possible when a person is denied a license for cause, has a license revoked, suspended, or canceled for cause, or is convicted of certain serious driving crimes. Those crimes include driving under the influence, traffic violations tied to a fatal crash (including reckless driving or highway racing), failing to help or give ID after an accident that causes death or injury, and lying to officials about motor-vehicle matters. Each report must include the person’s legal name, date of birth, sex, the reporting State, and the Social Security number and license number if used. The Secretary may also ask for height, weight, and eye and hair color. Events that happened in the 2 years before a State joined the system must be reported with whatever information is available, and must be sent within 6 months after joining. New events must be reported within 31 days after the State’s motor vehicle office learns about them. States do not have to report events older than that 2-year period. Before issuing or renewing a license, a State must check the National Driver Register and the commercial driver’s license system for the person’s record.
