The Agreement should require the Commission to pick a Chair from among its members by a majority vote. Members appointed by the President who are not federal employees must be paid each day they work, including travel, at the daily equivalent of the annual pay for Executive Schedule level IV under section 5315 of title 5. If a member is a federal officer or employee, they get no extra pay. Those presidential appointees may also get travel expenses and per diem at the rates set for federal agency employees under subchapter I of chapter 57 of title 5 while away from home or work. The Agreement should create a staff and an executive director to lead it. U.S. funds can pay staff and the director up to amounts the Commission sets but not more than the rate for Executive Schedule level V under section 5316 of title 5. The office must be in an agreed location within the affected areas of Alaska, the Yukon Territory, and northern British Columbia. The Commission must meet at least biannually and hold extra public or informational meetings there as needed. The Agreement should let the Commission hire services by contract, but U.S. funds may not pay an individual contractor more than the daily equivalent of the Executive Schedule level V rate under section 5316 of title 5.
