Defines key words used in the chapter. Automobile means whatever is listed in section 32901(a) of this title. Certificate of title is a State document that shows who owns an automobile. Insurance carrier is a person or company that underwrites auto insurance. Junk automobile is a car that cannot run on public roads and is only worth parts or scrap. Junk yard and salvage yard are businesses that buy or own junk or salvage cars to resell whole or as parts, or to rebuild, restore, or crush. Salvage automobile is a vehicle so damaged that its salvage value plus repair costs would be more than its market value right before the damage. Operator is the person or company that runs the National Motor Vehicle Title Information System under section 30502(b), or the Attorney General if none is named. State means a State of the United States or the District of Columbia.
