Provides money from the Highway Trust Fund (not the Mass Transit Account) for the Federal Motor Carrier Safety Administration’s administrative costs: $360,000,000 for fiscal year 2022; $367,500,000 for 2023; $375,000,000 for 2024; $382,500,000 for 2025; and $390,000,000 for 2026. The money can pay for staff, rent, computers and IT, research and technology work, rulemaking and registration systems, outreach and education (including human trafficking recognition and reporting), safety reviews of new carriers, and other needed operating costs. Outreach grants can cover up to 100% of a project, but no more than $4,000,000 per year from these funds. Funds are available to obligate on the date they are apportioned or allocated or on October 1 of the fiscal year, whichever is earlier, and they remain available until spent. When the Secretary approves these funds, the federal government is legally committed to pay its share.
