The Secretary of Transportation can require insurers or their agents to send reports and information about accidents, organized by make, model, and model year of passenger motor vehicles. These reports can cover things like physical damage and repair costs and personal injuries. Before asking for reports, the Secretary must think about how costly the reports will be, how useful they are for the work, and talk with state authorities and other agencies. The Secretary should try to get the information voluntarily when possible. When asked, an insurer must give information about how premiums are affected by damage susceptibility, crashworthiness, and repair and injury costs for each make and model of passenger motor vehicle, and any information the insurer has on how those factors affect its risk. The Secretary can only share identifying information about people involved in a crash if those people agree.
